Draft Policies

The third draft of dot eco policies is now available for review and public comment. Comments will be summarised and shared with the Dot Eco Stakeholder Council. This round is open until Friday, May 28, 2010. 

This is the third version of the policies that will define the .eco top-level domain. The footnotes provide context of Council discussions to date and/or additional explanation. Bracketed text indicates where the council suggests a need for further development or deliberation. 

Third Draft Dot Eco Policies

1. Principles: the core principles that define .eco;

2. Names: how the .eco registry handles premium, controversial and other names;

3. Registration: how users register .eco names and the questions they are asked;

4. Accountability: covering how trust in .eco is maintained and enforced; and

5. Foundation: covering how the philanthropic arm of .eco functions.

Definitions

Registry: the company that will run .eco operations; if successful in winning .eco, this would be Big Room Inc.

Stakeholder Council: the diverse, multi-stakeholder group of organizations, companies and individuals that will review and provide guidance on .eco policies; eventually evolving into a permanent body as part of ongoing governance of .eco1

Eco-Community: comprised of .eco domain name users, the .eco registry, and the .eco Stakeholder Council

User: the owners of .eco domain names (e.g., www.bigroom.eco).

Eco-profile: a public web page that displays the answers to the questions a user is asked before they can activate their .eco domain name.

Dot Eco System: a public online database of all user eco-profiles.

ICANN Requirements

ICANN requires that any community based domain application integrate the following rules: 

1. Eligibility is restricted to community members;

2. Name selection rules consistent with the articulated community-based purpose of the applied-for TLD;

3. Rules for content and use consistent with the articulated community-based purpose of the applied-for TLD; and

4. Specific enforcement measures (e.g. investigation practices, penalties, takedown procedures) constituting a coherent set with appropriate appeal mechanisms.

So far, we've done two public comment periods. This third round is to provide the stakeholder council with feedback on their work to date as they prepare to consider a final draft.
